The red note is that from year to year the Open Unemployment Rate (TPT) has increased. This was conveyed by a member of the Surabaya DPRD Commission A Reni Astuti to a number of reporters.
He explained, in 2017 TPT in Surabaya was at 5.98 percent, in the following year the figure rose to 6.12 percent.
Reni denied, the description of the increasing increase in progress and welfare indicators such as the Human Development Index (HDI), poverty rate, economic growth and others, at the Surabaya City RPJMD 2016-2021.
"It's just that, what is still a note and more focused is the open unemployment rate (TPT) which is getting higher where 2017 as many as 5.98 and 2018 rose to 2018," he said when giving notes on the 2019 Development Planning Consultation (Musrenbang).
In the Musrenbang event, it conveyed an important note, namely that there was an additional measure of the indicator that was considered in this change, namely the happiness index.
"For me, Surabaya, which is progressing, must lead to the happiness of its citizens," he said.
He stressed that this outcome-based Happiness Index is not just the output of the program. The happiness index uses 10 indicators, namely health, education, employment, household income, family harmony, availability of leisure time, social relations, home and assets, environment and security.
"The achievements of the 267 program indicators presented in this change are to be achieved quantitatively and qualitatively, so that the achievements of the figures in the documents can truly be felt by the citizens of Surabaya," he said.
Reni also explained that the changes in the 2016-2021 Surabaya City RPJMD were a follow-up of the Governor's Evaluation of the Surabaya City Budget Draft Regulation 2019.
